Sewage drain problem? Can any body in the uk tell me who is responsible for a drain that is leaking on a?

public path in the middle of a council estate a resident of the square where it is leaking and stinking the place out has been incontact with all sorts of people from the council to the enviroment health which all say it nothing to do with them it is suppost to be the sanitatiion waste drain to a number of council propertys its on the public path so who do’s it belong to and who’s going to fix it before it gets much worse than it already is no one seems to know can any one help.
apparently all these people have been contacted over the last 3 weeks but just keep passing the buck along saying its not theirs thanks for the advise. i’ll pass it on
plus little kids are playing out in the middle of it.

    The local water authority. On your water bill part of it is for the sewage works so try contacting them and state this to them. If you don’t get any joy,contact citizens advice to get their assistance

    First off not a Brit. but Council? is council not voted in by the people and wages paid by the people? If so there should be something in municiple laws regarding this matter.
    In any regards they cannot close their eyes to the fact that they are polluting and therefore should be held accountable. Fix it first and work the details out later. What if it were nuclear waste? You would jump on it to stop it from occurring. Treat it the same. Call the hazardous waste people. I believe the council is trying to get this fixed with monies out of public coffers.

    Start with the water company they wil have maps of their sewers. With an indivdual House the drains are your property right up to where they join the sewer and that could be on the other side of a busy road. On an estate the free holder maybe responsible i.e the council/housing association. If there is raw sewage present then it is a clear health hazard so kick enviromental healths butt and get them down there.

    If you get no joy get on to the local radio,newspaper and your MP. Kick up another stink!!!

    I if its on a public footpath then it is the councils problem you see it is there property, you could try to get help from the health and safety executive under the health and safety law

    It shouldn’t really matter to you who is responsible for the drain, but it is the responsibility of the Environmental Health people to investigate the cause and get it fixed, this is the law and insist the Environment Health get it sorted out, if necessary go direct the top of command, by asking them the name of who ever is in charge, definitely don’t give up as this is a serious health issue. The answers you’ve been getting are from people who don’t care and think you will be satisfied with their lame excuses, your local councilor or the MP for your area is the next step and let them know that. As every employee has a boss. The Environmental Health has jurisdiction on all the people you have contacted and it’s their job to sort it out that’s what they are (well) paid for.
