For a sewer cleanout, What is the difference between “yearly maintenance” & “rotorooting” by the rooting co?
do they just charge you more if your line is totally obstructed?

Having televised several sewer mains in my career, I can tell you if you have a plastic line, yearly maintainance and rooting is unnescessary. A properly installed line will need no commercial grade maintainence as it is root proof and virtually impossible to clog.
Now, I have seen older lines that completely contardict what I just said
Most residences built after the 70′s have plastic lines. Older ones have concrete, clay tile, and orangeburg. Orangeburg was used in early 19th century homes and is useless once it collapses.
IE do not let them fool you into thinking you need them to maintain unless your line is old and you have a lot of trees near it.

The C/O is there in case you have a problem not to have it snaked every YR to clean it out. IT DONT NEED IT.
If the line is old or has bellys in it or roots then you should have it done every YR. And if you have roots then you need to use Root-X (its not cheap but it works to kill roots)
How do I know all this. Well I have been doing this kinds work for 20yrs now.

We would suggest for the person to remove the trees. Metal pipes can take the roto-rooting many time, but if you have plastic, be careful! The rooter process can destroy your plastic pipes in only one try, lets not mention if they do yearly maintanance. Hope this helps.
